i see this one as reply to all the promises politicians make, and when we give them our trust, what they give us in return are basically coins.. crumbs..
There is a lot of controversy over who did this piece. Some say Banksy and others say an Australian artist named Meek. You should do some more research before you give Banksy credit.

If you your not informed of Banksy he’s a graffiti artist. All of his pieces have something to do with the world.

On the botom righ, you can see that it’s a Meek.
